Visit of the delegation headed by Arsen Mkrtchyan to the Federal Republic of Germany

From 12 to 15 September 2016, the delegation headed by First Deputy Minister of Justice of the Republic of Armenia Arsen Mkrtchyan had meetings with the state bodies of the Federal Republic of Germany to consider the drafts Laws “On legal acts” and “On individual and collective petitions” and related issues. The visit of the delegation was organised within the scope of the Legal Approximation towards European Standards in the South Caucasus programme of the German Society for International Cooperation (GIZ).

During the four-day visit, the delegation visited the state office of Lower Saxony, the Federal Ministries of Justice of the same state and of the Federal Republic of Germany, considered the German experience in the planning of legislation, in the delivery of regulatory impact and in the organising of legislative monitoring, as well as the peculiarities of the preparation of draft laws, consideration thereof with interested parties, the summing-up of opinions and the impact of expenditures.

The employees of the Federal Ministry of Justice of the Federal Republic of Germany presented the German model for the application of information technologies in the process of drafting laws, particularly the peculiarities of the operation of the e-norm system in the process of drafting and modifying laws, to the Armenian delegation.

On 15 September, the members of the Petitions Committee of the Bundestag of the Federal Republic of Germany introduced the procedure for submission of petitions and the peculiarities of submitting petitions electronically to the representatives of the Ministry of Justice of the Republic of Armenia.
