Unified admission-competition for instruction to be appointed to a position in the Patrol Service being launched

The Ministry of Justice had announced that the establishment of a new Patrol Service is envisaged in the context of police reforms. The new Patrol Service will be the first wave of modern police, with new education and skills, new demeanour and professionalism, high salary, new equipment and resources. The first step in the achievement of this goal has been taken: the Police are announcing a unified admission-competition for instruction at the Educational Complex of Police to be appointed to a position in the Patrol Service, which is in the process of formation.

General information for persons who are not police officers and are police officers

1.     Admission of persons who are not police officers (hereinafter referred to as applicant) is carried out under the primary vocational educational programme of the profession "Police Work", with the qualification "Patrol Officer". Instruction is conducted through on-site instruction, under the state-funded scholarship programme (free-of-charge). Police ranks are conferred on the graduates conferred and they are appointed to positions of the Patrol Service of the Police of the Republic of Armenia; the place of service is the city of Yerevan.

2.     The competition for police officers (hereinafter referred to as officer) is carried out with the qualification "Patrol Officer" under a supplementary educational programme that corresponds to the content of the state education standard for primary vocational education. Instruction is conducted through on-site instruction and is free-of-charge. Officers who complete the training courses are granted a certificate of the prescribed sample, their rank is at least maintained, and they are appointed to positions of the Patrol Service of the Police of the Republic of Armenia; the place of service is the city of Yerevan.

3.     The instruction lasts 5 months.

4.     Learners under the primary vocational education programme are considered as police officers according to part 1 of Article 3 of the Law of the Republic of Armenia “On service in the Police”, and they receive remuneration for the entire period of study, in the amount of the minimum monthly salary in the Republic of Armenia, that is, AMD 68,000 (estimated).

 

 

5.     Officers learning through the supplementary education programme receive a salary for the entire period of study, prescribed by law for police officers seconded for study purposes.

 

Who can participate in the competition?

1.     Citizens of the Republic of Armenia with at least secondary general education, aged between 18 and 35, and not less than 160 cm tall, who are capable of performing the duties of a police officer with their personal features, health condition and physical fitness, can apply for admission. Male citizens may apply for admission if they, in addition to the above-mentioned conditions, have completed compulsory military service or were released from compulsory military service on the grounds provided for by point “e” of part 1 of Article 12 of the Law of the Republic of Armenia “On conscription”, point 2 of part 1 and part 5 of Article 21, and part 5 of Article 24 of the Law of the Republic of Armenia “On military service and the status of a serviceman”.

2.     Officers may apply to participate in the competition, except for:

(1)    learners studying off-site in the PhD programme, doctorate, police educational institutions, as well as learners studying in the police educational institution under the state-funded scholarship programme;

(2)    female officers having attained the age of 40 and male officers having attained the age of 45;

(3)    officers with less than one year of service record in the position held, except for officers of subdivisions being dissolved due to the formation of the Patrol Service ("Road Police" service, as well as officers providing patrol security guard service within the police system).

 

 

1.   The age of the applicant (officer) and the service record of the officer are calculated as of 18 September 2020.

2.  770 spots are prescribed for the admission-competition, 540 of which are for male applicants (officers) and 230 are for female applicants (officers).

10.     Applicants (officers) will undergo a medical examination at the Medical Commission of the Police for a health check-up before being allowed to take the tests, and in case of a negative result of the health check-up, they will not be allowed to take the admission (competition) tests. The medical examination will be conducted in accordance with the list of diseases and physical defects hindering service in the Police approved by the joint order of the Chief of Police adjunct to the Government of the Republic of Armenia and the Minister of Health of the Republic of Armenia (No 6-N of 16 May 2003 and No 361-N of 19 May 2003).

What documents should be submitted, where and within what period?

11.    The applicant shall submit the following documents to the Educational Complex:

(1)    identification document (identification card or social card and passport or, instead of a passport, a temporary identification document) with a copy;

(2)    an application according to Annex 1 (can be filled out on the spot);

(3)    certificate of education-diploma or certificate, with a copy;

(4)    4 photos (4x6 size);

(5)    military service record book (for male applicants) or a statement of information certifying the facts confirmed thereby from the military commissariat, with a seal;

(6)    passports of close relatives (father, mother, sibling, spouse, father-in-law, mother-in-law, sister-in-law, brother-in-law, child); if the applicant is married, he or she shall also submit the marriage certificate; if any of the close relatives is a minor — the birth certificate; if dead — the death certificate, and copies of them;

(7) a statement of information from the place of residence and place of record-registration;

(8)    "B" class driving licence, with a copy or a commitment for submitting a "B" class driving licence within two months from the date of starting the courses, according to Annex 2 (can be filled out on the spot);

(9)    in the absence of an indication on the certificate of education certifying completion of study of the subject "Armenian language", a statement of information issued by the Ministry of Education, Science, Culture and Sport of the Republic of Armenia certifying the fact of having command of the Armenian language.

12.    The applicant should also indicate in the application his or her e-mail address, as well as, if available, the links to personal accounts (e-mail addresses) and usernames on social networks (Facebook, Instagram, Odnoklassniki, etc.).

13.    To participate in the competition, the officer shall submit a report to the Chief of Police through the head of the structural subdivision of the Police. The profile of the officer shall be attached to the report. In the report, the officer should certify that he or she has a "B" class driving licence or, in case of passing through the competition, express commitment to confirm the fact of obtaining a "B" class driving licence through a report forwarded to the Head of the Educational Complex of the Police of the Republic of Armenia, within two months from the start of the courses. The officer should include in the report the information mentioned in point 12 of this announcement.

14.    In case a "B" class driving licence is not submitted within two months from the start of the courses, the instruction of the learner shall be terminated.

 

 

15.    The decision on the selection of applicants is taken by the Mandate Commission for Selection of Applicants of the Educational Complex of the Police of the Republic of Armenia, established by the order of the Chief of Police of the Republic of Armenia, on the basis of study materials.

16.   An Admissions Committee is set up by the order of the Chief of Police of the Republic of Armenia for the purpose of organising admission-competition tests and overseeing the process. The applicant (officer) having received permission to participate in the admission-competition, after the Mandate Commission takes a decision (on the basis of examination of the materials in the Department of Personnel Policy of the Police), when receiving the test sheet for taking the tests at the Educational Complex, he or she pays AMD 1500 for each test form for organising and conducting the admission-competition process (AMD 3000 in total). The funds are deposited in the bank account of the Educational Complex.

17.    The paid amount is refunded, irrespective of participation in the admission-competition and the result.

18.   Admission-competition tests are conducted in Armenian.

 

What tests will the applicants take for admission-competition?

19.   The admission-competition tests are the following:

(1)    physical fitness test;

(2)    complex professional suitability test (testing), through which the applicant's general knowledge and psychological description are checked.

20.   The physical fitness test is conducted in accordance with the standards of physical fitness, as per medical-age groups, presented to the police officer, approved by Decision of the Government of the Republic of Armenia No 175-N of 23 January 2003.

21.    The Admissions Committee has the right to deprive the applicant (officer) using a cheat-sheet or obstructing the regular course of the test, of the right to take the test and the other tests.

22.   The results of the tests are presented to the applicants (officers) on the day of the test. The applicant (officer) has the right to appeal the results of the computerised test of general knowledge and psychological description to the Admissions Committee within 24 hours from the moment the grade is announced.

23.   An applicant (officer) who fails to show up to the test without a valid reason or receives an unsatisfactory grade is deprived of the right to take the other tests.

24.   Applicants (officers) who fail to show up to the test for a valid reason (approved by documents) are allowed to take the test, if the time limit set for the given test according to the timetable has not expired.

25.   Applicants (officers) having earned positive points in each admission-competition test, are interviewed.

26.   During the interview, the Committee, through a questionnaire approved thereby, checks the personal qualities, merits, psychological description of the applicants (officers), including self-control skills, demeanour, ability to listen and communication skills.

27.   Based on the results of the interview, a positive or negative decision is taken for each applicant (officer) through an open vote of the members of the Committee, by a simple majority of votes. In case of an equal number of votes, the vote of the chairperson of the Committee is considered as decisive. In case of a negative decision, the applicant is considered as not having passed the admission-competition.

28.   By the decision of the Admissions Committee, the applicants (officers) for whom a positive decision was made as a result of the interview, and who occupied the prescribed spots for the admission-competition based on the total of points scored after the admission-competition tests, are considered as applicants (officers) who have passed the competition.

29.   In case of an equal number of points, according to sequence, the advantage during the admission-competition is given to applicants (officers):

(1)    the arithmetic mean of grades of the certificate of completion of whom is higher;

(2)    who received a higher score on the complex professional suitability test (testing).

30.   Applicants (officers) who have passed the tests, but have not passed the admission-competition are given a relevant certificate on the results of the tests upon their request.

 

Other Information:

31.    Before admitting the applicant having passed the admission-competition as a learner, the Educational Complex concludes a contract for reimbursement of expenses incurred by the state for instruction. Before seconding the officer having passed the admission-competition to the Educational Complex for training, the structural subdivision of the Police concludes a contract for reimbursement of expenses incurred by the state for instruction.

32.   The police officer and the learner of the police educational institution are obliged to reimburse the expenses incurred by the state for instruction (training), if he or she:

(1)    has discontinued instruction or training without a valid reason;

(2)    has been dismissed from service in the Police due to entry into force of a criminal judgment of conviction;

(3)    has been dismissed from service in the Police for committing a disciplinary violation;

(4)    has been dismissed from service in the Police on his or her own initiative.

33.   A police officer does not reimburse the expenses incurred by the state for instruction (training) if, after graduating from the educational institution:

(1)    he or she has served in the Police for not less than two years;

(2)    has been dismissed from service in the Police due to reduction of positions, dissolution or reorganisation of a subdivision, if it is not possible to appoint the officer to an appropriate position;

(3)    has been dismissed from service in the Police due to illness or on his or her own initiative, for caring for a disabled family member.

34.   By the decision of the Admissions Committee, applicants having passed the admission-competition are considered as learners by the order of the head of the Educational Complex.

35.   By the decision of the Admissions Committee, officers having passed the admission-competition are seconded to the Educational Complex for training under the orders of the heads of structural subdivisions of the Police, on the basis of the order of the Chief of Police.

36.   Applicants’ documents are accepted at the Educational Complex of
the Police of the Republic of Armenia (29 Admiral Isakov Avenue, Yerevan)
from 7 July to 7 August, except on Sundays, from 09:00 to 13:00 and
from 14:00 to 16:00.

37.   In order to prevent the spread of the coronavirus during acceptance of applicants' documents, applicants are required to register in advance before submitting documents to the Educational Complex. For this purpose, starting from 6 July of this year, on working days, from 09:00 to 13:00 and from 14:00 to 17:30, applicants are required to call +37410 772085 or +37410 772038, report the applicant's name, surname and find out from the employee of the Educational Complex the day and hour for submitting the documents set for him or her. Registration may also be carried out by sending the applicant's name and surname to hertagrum@edupolice.am and confirming the offered day and hour through a response letter.

38.   Entrance into the territory of the Educational Complex is allowed only with a face mask.

39.   Officers must submit the reports for participating in the competition from 7 July to 7 August of this year.

40.   Admission-competition tests will be conducted from 1 to 18 September .

41.    Scheduled dates may change due to the coronavirus.
