Historical overview

In 1920 People’s Commissariat of Justice was established by the Revolutionary Committee of Armenian SSR. Its functions were based on the Statute adopted by the Central Executive Committee of Armenian SSR on 29 December 1923. Prosecutor’s Office functioned adjunct to the Committee, and the People's Commissariat simultaneously fulfilled the functions of the Prosecutor of the Republic. On 31 January 1930 the People’s Commissariat was dismissed and was re-established on 5 January 1933. During that period the functions of the People's Commissariat of Justice were carried out by the Prosecutor's Office and the Supreme Court of Armenian SSR. In 1936 prosecutorial and investigative authorities were established as separate bodies, and People’s Commissariat was reinstituted as a Ministry of Justice. It continued to function until 1959. By 1970 its functions were carried out by the Supreme Court of the Armenian SSR and the Legal Commission adjunct to the Council of Ministers of the Armenian SSR.
Upon the Executive Order of 2 November 1970 of the Presidency of Supreme Council (Soviet) the objects of the Ministry of Justice of the Armenian SSR were: administration of activities of judicial, notary and civil status acts registration bodies, Collegium of Advocates and legal advisors; methodical management of legal propaganda and of the activities aimed at legal education of citizens; aggregation of the activities of judicial bodies and participation in the systematisation of the legislation in force.
