Deadline for accepting applications for unified admission-competition to undergo instruction at the Educational Complex of the Police of the Republic of Armenia to be appointed to a position in the newly formed Patrol Service, and for submitting the reporting notices extended for one week

Taking into account an unprecedented large number of citizens and police officers wishing to participate in the admission–competition, as well as the need to continue the unwavering adherence to the requirements for prevention of the coronavirus disease in the admission process of applications, the deadline for accepting applications and submitting reporting notices has been extended to the 14th of August inclusive.

  1. The admission of non-police officers (hereinafter referred to as “the applicant”) is carried out under the primary vocational education programme for the qualification of “Patrol Officer” of the profession “Policing”.  The instruction is conducted in the form of on-site education, within the framework of state scholarship (free of charge). The graduates are conferred with police titles, and they are appointed to the positions of the Patrol Service of the Police of Republic of Armenia, the place of service is the city of Yerevan. 
  2. The competition for police officers (hereinafter referred to as “the officer”) is carried out under an additional education programme complying with the content of the state educational standard of primary vocational education for the qualification of "Patrol Officer". The instruction is conducted in the form of on-site education, free of charge. Officers having completed the training courses are issued an established sample certificate, their title is at least preserved, and they are appointed to the positions of the Patrol Service of the Police of the Republic of Armenia, the place of service is the city of Yerevan.

3.     The duration of instruction is 5 months.

4.     According to part 1 of Article 3 of the Law of the Republic of Armenia “On Service in the Police”, those studying under the primary vocational education programme are considered as police officers and receive remuneration for the entire period of their study in the amount of the minimum monthly salary in the Republic of Armenia — AMD 68,000 (calculated).

5.     Officers studying under an additional education programme receive throughout the period of study a salary prescribed by law for police officers seconded for educational purposes.

6.     The admission is open for those citizens who have at least secondary general education, are between the ages of 18 and 35 and not less than 160 cm and, based on their personal characteristics, health status and physical fitness, are capable of performing the duties of a police officer. Male citizens can apply for admission if, in addition to the above-mentioned conditions, they have undergone compulsory military service or were released from compulsory military service on the grounds provided for by point “e” of part 1 of Article 12 of the Law of the Republic of Armenia “On conscription”, point 2 of part 1 of Article 21, part 5, part 5 of Article 24 of the Law of the Republic of Armenia “On military service and the status of military servants”.

7.     Officers can apply to participate in the competition, except for:

(1)    those studying by correspondence in postgraduate, doctoral studies, educational institutions of the Police, as well as those studying in the educational institution of the Police within the framework of state scholarship;

(2)    female officers having attained the age of 40 and male officers having attained the age of 45;

(3)    officers with less than one year of service record in the position held, except for officers of units undergoing liquidation due to the formation of the Patrol Service (“Road Police” Service, as well as those carrying out patrol-guard services in the system of the Police).

8.     The age of the applicant (officer) is calculated as of 18 September 2020, whereas the service record of the officer — as of 30 September 2020.

9.     There are770 spots allocated for the admission-competition, 540 spots of which are for male applicants (officers) and 230 spots — for female applicants (officers).

10.   Before being allowed to participate in the exams, applicants (officers) will undergo a medical examination at the Medical Commission of the Police for a health check-up, and in case of a negative result thereof, they will not be allowed to admission (competition) tests. The medical examination will be carried out in accordance with the List of diseases and physical impairments hindering service in the Police approved by the joint Order of the Head of the Police adjunct to the Government of the Republic of Armenia and the Minister of Healthcare of the Republic of Armenia (No 6-N of 16 May 2003, No 361-N of 19 May 2003).

11.    The applicant submits the following documents to the Educational Complex:

(1)    an identification document (an identification card or social card and a passport or, instead of a passport, a temporary identification document) with a copy thereof;

(2)    an application, according to Annex 1 (can be filled in on-site);

(3)    an education certificate — a diploma or an attestation with a copy thereof;

(4)    4 photos (4x6 size);

(5)    military service card (for male applicants), or a sealed statement of information from the Military Commissariat certifying the facts confirmed on the military service card;

 

 

(6)    passports of next of kins (father, mother, sister, brother, husband, father-in-law, mother, sister, brother, child), marriage certificate, if the applicant is married, birth certificate, in case of a minor, death certificate, in case of death and the copies thereof;

(7)    a statement of information from places of residence and registration;

(8)    "B" class driving licence, with a copy, or a written undertaking on submitting a "B" category driving licence within a two-month period from the date of starting the training courses, according to Annex 2 (can be filled in on- site);

(9)    a statement of information certifying proficiency in the Armenian language issued by the Ministry of Education, Science, Culture and Sport of the Republic of Armenia — in case of absence of an indication in the education certificate on completion of "Armenian Language" subject.

12.    The applicant must also indicate in the application his or her e-mail address and, if available, links to the personal accounts (e-mail addresses) and the names of the user on social networks (Facebook, Instagram, Odnoklassniki, etc.).

13.    In order to participate in the competition, the officer submits a reporting notice to the Head of Police through a head of a structural subdivision of the Police. The job description is attached to the reporting notice. The officer must certify in the reporting notice that he or she has a "B" category driving licence or undertake — in case of passing the competition — to confirm the fact of obtaining a "B" category driving licence through a reporting notice addressed to the Head of the Educational Complex of the Police of the Republic of Armenia, within a two-month period from the date of starting the training courses. The officer must include in the reporting notice the information mentioned in point 12 of this announcement.

 

 

14.    If a student does not submit a "B" category driving licence within a two-month period from the date of starting the training course, his or her study will be terminated.

15.    The decision on the selection of applicants is made by the Mandate Commission for the Selection of Applicants of the Educational Complex of the Police of the Republic of Armenia, established by the Order of the Head of Police of the Republic of Armenia, on the basis of study materials.

16.   An admissions commission is formed by the Order of the Head of Police of the Republic of Armenia to organise the admission-competition tests and to oversee the process. The applicant (officer) having obtained permission to participate in the admission-competition, after a decision made by the Mandate Commission (studying the materials in the Department for Personnel Policy of the Police), pays AMD 1,500 (AMD 3000 in total) for each type of test when receiving the checklist for participation in the tests at the Educational Complex. The money is deposited to the bank account of the Educational Complex.

17.    The paid amount will not be refunded, irrespective of participation in the admission-competition and the result thereof.

18.   Admission-competition tests are conducted in Armenian.

19.   The admission-competition tests are the following:

(1)    physical fitness test;

(2)    complex occupational fitness testing, which checks the applicant's general knowledge and psychological profile.

20.   The physical fitness test is carried out in accordance with the norms of physical fitness for the police officer, approved by Decision of the Government of the Republic of Armenia No 175-N of 23 January 2003, according to the medical-age groups.

21.    The Admissions Commission is entitled to deprive the applicant (officer) of the right to participate in the given and further tests, if he or she uses cheat sheets or obstructs the normal course of the test.

22.   The results of the tests are released to the applicants (officers) on the day of the test. The applicant (officer) has the right to appeal the results of the computerised test of the general knowledge and psychological profile to the Admissions Commission within 24 hours of release of the grade.

23.   An applicant (officer) having failed to appear for the test for an invalid reason or received a no pass grade is deprived of the right to participate in the further test.

24.   The applicants (officers) having failed to appear for the test for a valid reason (confirmed by documents) are allowed to take it, if the time limit set under the schedule for the given test has not expired.

25.   The applicants (officers) having received pass grades in each admission-competition test undergo an interview.

26.   During the interview, the Commission checks through the checklist approved by it the applicants’ (officers) personal qualities, merits, general psychological profile, including self-control, behaviour, listening skills, communication skills, as well as general knowledge.

27.   According to the results of the interview, a positive or negative decision is made for each applicant (officer) by a simple majority of votes of the members of the Commission in an open voting. In case of a tie, the Chairperson of the Commission has a casting vote. In case of a negative decision, the applicant is considered not to have passed the admission-competition.

28.   Upon the decision of the Admissions Commission, the applicants (officers), for whom positive decision has been made as a result of the interview, and who have occupied the defined spots of the admission-competition based on the total sum of grades received from the admission-competition tests, are considered to have passed the competition.

29.   In case of equal grades in the admission-competition, according to the order, priority is given to the applicants (officers):

(1)    who have received a higher grade from the complex occupational fitness testing;

(2)    whose Grade Point Average of the certificate of graduation is higher.

30.   Applicants (officers) having taken the tests, but having failed the admission-competition are given a relevant statement of information on the results of the tests, if they so wish.

31.    Before enrolling the applicant having passed the admission-competition as a student, the Educational Complex concludes a contract on reimbursement of expenses incurred by the state for education. The structural subdivision of the Police concludes with the officer having passed the admission-competition and before seconding him or her to the Educational Complex to undergo training a contract on reimbursement of expenses incurred by the state for education.

32.   A police officer and a student of the Educational Institution of the Police are obliged to reimburse the expenses incurred by the state for education (training), if he or she:

(1)    has quit the education or training without a valid reason;

(2)    has been dismissed from service in the Police due to the entry into force of the indictment;

(3)    has been dismissed from service in the Police for committing a disciplinary violation;

(4)    has been dismissed from service in the Police on his or her own initiative.

33.   The police officer does not reimburse the expenses incurred by the state for education (training) if, after graduating from the Educational Institution, he or she:

(1)    has served in the Police for no less than two years;

(2)    has been dismissed from service in the Police in case of reduction of staff, liquidation or reorganisation of the subdivision, if it is impossible to appoint the officer to the relevant position;

(3)    has been dismissed from service in the Police due to illness or on his or her own initiative to take care of a family member with disabilities.

34.   Upon the decision of the Admissions Commission, the applicants having passed the admission-competition are considered as students by the order of the Head of the Educational Complex.

35.   Upon the decision of the Admissions Commission, the officers having passed the admission-competition are sent — based on the Order of the Head of the Police and the orders of the heads of the structural subdivisions of the Police — to the Educational Complex for training.

36.   Applicants' documents are accepted at the Educational Complex of the Police of the Republic of Armenia (29 Admiral Isakov Avenue, Yerevan), from July 7 to August 14, except for Sundays, from 09.00 a.m to 13.00 p.m and from 14.00 p.m to 16.00 p.m.

37.   In order to prevent the spread of coronavirus disease during the acceptance process of the applicants’ documents, enrolment in advance is required before submitting the documents to the Educational Complex. For this purpose, starting from 6 July 2020, on working days, from 09.00 a.m to 13.00 p.m and from 14.00 p.m to 17.30 p.m, it is necessary to call at +37410 772085 or +37410 772038 and provide the name and surname of the applicant, to learn from the employee of the Educational Complex about the date and hour fixed for him or her for the submission of documents. Enrolment may also be carried out by sending the name and surname of the applicant to hertagrum@edupolice.am and by confirming the date and hour — proposed in the response letter — in a second letter.

38.   Entry into the territory of the Educational Complex is allowed only with masks.

39.   Reporting notices to participate in the competition must be submitted by the officers from July 7 to August 7 inclusive.

40.   Admission-competition tests will be conducted from 7 September to 30 September inclusive, and interviews — from 1 October to 10 October inclusive.

41.    Scheduled dates may change due to coronavirus disease.
