Scope of competence

Deputy Minister Anna Vardapetyan co-ordinates the activities of the Ministry in the following fields assigned to her for implementation of the policy reserved to the Ministry:

(a)    ensuring of liaison with the European Court of Human Rights;

(b)    ensuring of amendments and supplements to the legislation of the Republic of Armenia deriving from the legal positions of the European Court of Human Rights, elaboration of relevant draft legal acts, submission of recommendations for ensuring implementation thereof;

(c)    ensuring of liaison with the relevant subdivision of the Committee of Ministers of the Council of Europe within the scope of submission of recommendations regarding actions ensuring execution of the binding judgments and decisions rendered by the European Court of Human Rights in regard to the Republic of Armenia;
(d)    co-ordination of development of a policy in the sector of state registration of civil status acts and the activities for state registration of civil status acts within the scope of the powers reserved to the Ministry;

(e)    ensuring of development of programmes targeted at fulfilment of commitments envisaged by international agreements, including conventions regulating the sector of registration of civil status acts, and ensuring of implementation of those programmes;

(f)     development and implementation of a policy in the field of the State Register Agency of Legal Entities, co-ordination of the activities of the State Register Agency of Legal Entities within the scope of the powers reserved to the Ministry;

(g)    introduction — as prescribed by law and other legal acts — of relevant administrative statistical reports (questionnaires, statements of information, etc.), and ensuring of maintenance of an administrative statistical register based on the data and information collected through those reports;

(h)    electronic governance, introduction of electronic services in the justice sector and co-ordination of activities of the unified offices for provision of state services;

(i)     ensuring of development and improvement of the criminal and criminal procedure legislation, as well as legislation in the field of operational intelligence;

(j)     ensuring of training, as well as consistent improvement of the professional knowledge and work skills of judges, prosecutors, judicial servants, state servants in the Staff of the Prosecutor's Office, judicial bailiffs, investigators of the Investigative Committee and the investigators of the Special Investigation Service of the Republic of Armenia.

(8)    Deputy Minister A. Vardapetyan co-ordinates the relevant activities in the fields assigned to her through the Department of Relations with the European Court of Human Rights, the Division for E-Justice and Innovative Programmes, the Civil Status Acts Registration Agency, the State Register Agency of Legal Entities and the "Justice Academy" State Non-Commercial Organisation.
