First Deputy Minister of Justice visits Federal Republic of Germany

From 10 to 14 June 2019, First Deputy Minister of Justice of the Republic of Armenia Artak Asatryan paid a visit to the Federal Republic of Germany (Berlin and Leipzig) within the scope of the "Legal Approximation towards European Standards in the South Caucasus" project of the German Society for International Cooperation (GIZ).
The directions for further improvement of the Administrative Procedure Code of the Republic of Armenia were discussed within the scope of the visit, and the principles of administrative procedures, the issue of jurisdiction over disputes in relation to taking for, carrying out, dismissing from public or alternative service, disputes in relation to decisions, actions or inaction of the administration of a penitentiary institution under the administrative procedure, evidence in administrative proceedings, ensuring of responsibility of an administrative body to submit evidence, court notices, classification of the types of claims, envisaging of the possibility to dispute a favourable administrative act, issues related to securing of claim, application of a written procedure in the stages of appeal and cassation, etc., were touched upon during professional discussions.
Within the scope of the visit, the Armenian delegation visited the Federal Administrative Court of Germany, the Berlin-Brandenburg Administrative Court of Appeal, the Constitutional Court of Land Berlin, the Federal Chamber of Notaries of Germany and the Federal Ministry of Justice and Consumer Protection of Germany.
The delegation met and had discussions with Chairperson of the Federal Administrative Court of Germany, Doctor of Law, Professor Klaus Rennert, Judge of the Constitutional Court and former Chairperson of the Berlin-Brandenburg Administrative Court of Appeal Jürgen Kipi, former Deputy Chairperson of the Federal Chamber of Notaries of Germany Richard Bok, Judge of the Land Court and Advisor of the Division for International Legal Co-operation of the Federal Ministry of Justice and Consumer Protection of Germany Uta Vinterstein.
The professional discussions for improvement of administrative procedure were held with judge of the Federal Administrative Court of Germany, Chairperson of the Chamber, Doctor of Law, Professor Rüdiger Rubel, former Chairperson of the Supreme Administrative Court of Land Hessen Wolfgang Reimers, as well as with Advisor of the Division for Financial and Social Justice of the Federal Ministry of Justice and Consumer Protection of Germany, Prosecutor Theodoros Mavridis.
The Armenian delegation also participated in two court sessions of the First Chamber of the Berlin-Brandenburg Administrative Court of Appeal.
