Secretary General of the Ministry of Justice Sirvard Gevorgyan receives representatives of the Superior Council of Notaries of France

Secretary General of the Ministry of Justice Sirvard Gevorgyan received Representative for Relations with Eastern Europe and Central Asia of the Superior Council of Notaries of France (SCH), Notary of the City of Paris Valeriu Esanu; Representative for Relations with Eastern Europe and Central Asia of the Superior Council of Notaries of France (SCH), Notary of the Beaulieu-sur-Mer commune of France Kristina Atanasova, as well as Officer for Relations with Eastern Europe and Central Asia of the same institution Larissa Albertini. Deputy Secretary General of the Ministry of Justice Nvard Vardanyan, President of the Notary Chamber Lilit Muradyan and Chief of Staff of the Notary Chamber Hayarpi Hayrapetyan also took part in the meeting. During the meeting, Sirvard Gevorgyan spoke about the ongoing reforms in the notary system. She noted that the reforms in the notary system have always been in the focus of the Ministry of Justice, and, in this context, a number of key changes have been made, which have not only made it possible to enlarge the scope of notarial activities, but have also played an important role in easing the burden on courts.
“For a long time, the requirement for confirming legal facts through a mandatory court procedure would cause the justified discontent of citizens, as it was time-consuming and costly, but legislative amendments made it possible to make sure services were provided faster by authorising notaries public to confirm certain types of legal facts, observing implementation of the proceedings indicated by the court, if the person has exhausted the possibility of confirming a legal fact through a notarial procedure,” Sirvard Gevorgyan noted in her speech.
Restoration of the institution of issuance of a writ of execution by the notary public, which was in effect during the period of Soviet Armenia, was also touched upon. Our French colleagues set aside the creation of an electronic notary system as an important reform implemented in Armenia, noting with special appreciation the close working relationship and the high level of effectiveness of relations of the Ministry and the Notary Chamber.
Sirvard Gevorgyan added that electronic databases for cases of powers of attorney and inheritance are already operating in Armenia, the possibility of a notary public electronically certifying electronically concluded transactions has been introduced, which aims to rule out the possibility of falsification of documents submitted on paper medium and to make transactions safer and ensure high quality service. At the end of the meeting, an agreement was reached to make the reforms implemented in the field of notary in France a subject for in-depth study and to ensure effective and ongoing co-operation.
