Which body is responsible for the activities of the Civil Status Acts Registration Agency? When to apply to the Ministry of Justice?

Taking into consideration the misunderstandings of citizens that arise on a regular basis with regard to the status and scope of functions of the Civil Status Acts Registration Agency (CSARA) of the Ministry of Justice, we would like to inform you about the following:

The process of registration of civil status acts in the Republic of Armenia is organised through the Civil Status Acts Registration Agency (CSARA) of the Ministry of Justice and the service offices of the CSARA operating throughout the Republic of Armenia. Territorial service centres technically accept applications from citizens and provide the required documents, and the CSARA of the Ministry of Justice carries out state registration of civil status acts.

By the decision of the Government, the territorial service offices of the CSARA operating in the territory of the Republic of Armenia were transferred to the subordination of communities in 2003, meaning that the particular community is responsible for the ongoing activities of the service centres of the CSARA operating in urban communities — Yerevan Municipality in the city of Yerevan, and urban communities in the marzes. Thus, if there are applications, complaints and suggestions with regard to the quality of provision of service of the territorial service centres, it is necessary to apply to the community council of the particular community.

One should apply to the Ministry of Justice in case there are questions regarding the documents provided as a result of state registration of civil status acts, the content of statements of information, as well as the operation of service offices of the CSARA operating under the subordination of the Ministry of Justice.

The following are the service offices of the CSARA operating under the subordination of the Ministry of Justice:

  1. Reception of the Ministry of Justice (3/8 Vazgen Sargsyan Street, City of Yerevan);
  2. Service centre of the CSARA of the Unified Office for Public Services of the City of Yerevan (3 Vazgen Sargsyan Street, City of Yerevan);
  3. 6/1 Erebuni Street, City of Yerevan — with regard to the issuance of death certificates;
  4. Service centre of the CSARA of the Unified Office for Public Services in Gyumri (square adjacent to the station, City of Gyumri)
  5. Service centre of the CSARA of the Unified Office for Public Services in Ijevan (10 Yerevanyan Street, City of Ijevan).
