From this point forth, deblocking by the Compulsory Enforcement Service is automated. By making the required payment through IDBank, deblocking will be performed within one day instead of 5-7 days in the past. Simplification of the process has been made possible through the introduction of digital solutions. As a result of the co-operation between the Compulsory Enforcement Service and IDBank, a pilot programme is being launched, which will allow to save time and human resources and automate the entire process. Thus, from now on, when the Compulsory Enforcement Service sends a request for confiscation to a bank, the response of the latter will be received automatically, without human intervention; therefore, if the amount subject to confiscation is fully available and if it is possible to carry out confiscation, all types of attachment imposed by the Compulsory Enforcement Service, including deblocking of the remaining amount and accounts, will take place within up to one working day.

On 17 August, Deputy Minister of Justice Arpine Sargsyan, accompanied by Head of the Penitentiary Service of the Ministry of Justice, Major General of Justice Sergey Atomyan, visited "Abovyan" Penitentiary Institution.

Deputy Minister Sargsyan toured the premises of the Institution, followed — on the spot — the capital renovation works aimed at improving the conditions for holding persons deprived of liberty within the Institution, was introduced to the educational unit of the Institution, the activities aimed at creating conditions for mothers deprived of liberty and with children under the age of 3 that will be more favourable in terms of utilities and more favourable domestic conditions, as well as at improving the facility for holding detainees.

During the visit, the timetable for the current construction works and the expected outcomes of the new and upcoming works were presented to the Deputy Minister. Deputy Minister Sargsyan noted that the works for improvement of the educational unit must be completed before the start of the academic year, which will allow the persons deprived of liberty — both under and above the age of 19 — to receive education in proper conditions, and will allow to ensure completion of the remaining works by the end of the year.

Sargsyan emphasised that the issue of ensuring the necessary working conditions for the employees of the Institution should also be in focus, by incorporating the results of the completed inventory in the plan for construction works. Within the scope of a discussion held at the end of the visit, inter alia, the issues related to the provision of appropriate portions and varieties of food to young children in penitentiary institutions as prescribed by legislation, the assessment of risk of suicide and self-harm of persons having entered the particular penitentiary institution, the use of tools for examining the mental health condition and the organising of the learning process and useful occupation were touched upon, and relevant instructions were given. Representatives of the Ministry of Justice and the administration of the Penitentiary Service, as well as the director and employees of the "Centre for the implementation of legal education and rehabilitation programmes" SNCO also participated in the visit.
