Acting Minister of Justice Grigor Minasyan participated in and delivered a speech at the opening ceremony of the Justice Sector Support Project of the United States Agency for International Development (USAID) in Armenia. The USAID's Justice Sector Support Project in Armenia is a five-year project aimed at supporting the Government of the Republic of Armenia in establishing a more impartial and independent justice system, as well as increasing public confidence in the rule of law.

In his speech, Grigor Minasyan attached importance to the co-operation with the U.S. Agency for International Development, the result of which is the establishment of the "Centre for Legislation Development and Legal Research" Foundation. The Foundation is an important body within the scope of activities of the Ministry of Justice, and it participates in not only the development of legal acts and improvement of the legislative framework, but also in the organising of public discussions, as well as in the implementation of a number of major programmes.

Minasyan stated that it was the Foundation that developed one of the most important strategic documents in the justice sector — the Strategy for Judicial and Legal Reforms. In addition, the process of constitutional reforms is being implemented with the active participation of the Foundation.

Grigor Minasyan also touched upon Electronic Justice, which is key element of judicial and legal reforms. In particular, importance is attached to the activities for sector digitisation as a tool for reducing the workload of courts, and combined efforts in this direction will contribute to the establishment and proper introduction of the Electronic Court. Minasyan informed that the Ministry, together with the U.S. Agency for International Development, is going to touch upon the main work plans of the judicial system, including Cast, statistical tools, inscription of cases, audio recording and other key systems. Minasyan also attached importance to the activities for the establishment of a new arbitration centre in Armenia, which is an important action in terms of the development of alternative methods for settlement of disputes in Armenia and, as a result, also for reduction of the workload of courts.
