Council for Constitutional Reforms announces a competition for inclusion of candidates in the Professional Commission

Taking as a basis sub-point 5 of point 2 of Decision of the Prime Minister No 1442-A of 17 December 2021, and points 29 and 42 of Annex No 2 to Decision of the Prime Minister No 111-A of 27 January 2022, as well as the fact that Decision of the Prime Minister No 315-A of 29 March 2022 is repealed upon Decision of the Prime Minister No 1546-A of 29 December 2022, thus, the Council for Constitutional Reforms announces a competition to select and approve new members of the Professional Commission on Constitutional Reforms.
Procedure for candidates to submit applications:
Candidates shall submit the applications — drawn up in the prescribed manner — within a two-week period starting from the day after this announcement is published.
The following persons may submit applications:
(1) persons holding the degree of Doctor of Legal Sciences, academic degree of a Candidate of Legal Sciences or Master's qualification degree in a foreign state, or
(2) persons with at least seven years of professional work experience in law.
The following shall be attached to the application:
(1) photocopies of documents certifying professional work experience and CV (including description of professional activities);
(2) photocopies of documents certifying education and the academic degree;
(3) photocopies and the list of publications, research papers, particularly academic articles, monographs, dissertations, manuals and other works with their links, if available;
(4) statement in accordance with the prescribed form;
(5) statement on absence of a criminal record (in accordance with the prescribed form);
(6) other documents if desired by the candidate.
The application and the documents attached to the application (hereinafter referred to as "the documents") need to be sent to constitutional@moj.am, approved or signed with an electronic digital signature and scanned.
The applicant shall, via the electronic mail submitted by him or her, be notified about receipt of the sent documents within one working day following receipt of the documents.
Inclusion in the composition of the Commission shall be carried out in two stages. In the first stage, the Council shall verify the completeness and compliance of the submitted documents through the Secretariat of the Council.
In case the documents are incomplete or do not correspond to the list of required documents, the candidate shall be notified of this within one working day (by phone or e-mail), and up to two working days shall be provided to him or her to correct the deficiencies.
In case of failure to correct the deficiencies within the prescribed time limit, the submitted application shall not be processed.
In the second stage, the candidates having submitted applications for participation who meet the indicated criteria shall be invited to an interview. The meetings of the Council for conducting interviews shall be held behind closed doors. The whole course of the meeting of the Council convened for conducting the interview shall be video-recorded which, upon the decision of the Council, may be provided to other persons, upon the request of the latter. Every member of the Council is free to ask the candidate questions to identify the integrity and professional qualities of the candidate.
Details about conduct of the competition are prescribed upon Decision of the Council of 16 February 2022.
The list of persons having submitted application for candidacy (name, surname) shall be subject to publication on the website of the Ministry of Justice of the Republic of Armenia.
