9 notaries public, 10 compulsory enforcement officers, 12 officers and 3 heads of penitentiary institutions and 2 probation officers have been subjected to liability; recap of works carried out by Control Department in 2023

The working group of the Control Department of the Ministry of Justice headed by Deputy Head of Department Artashes Souchyan, gathering the complaints of citizens, as well as identifying other deficiencies, consistently continues to fight — by the means provided for within the scope of disciplinary proceedings — against the non-bona fide servants and defective phenomena that are detected within the subdivisions of the Ministry. And so, as a result of the disciplinary proceedings instituted against 9 notaries public, disciplinary liability measures were applied, including 1 "reprimand", 2 "strict reprimands", 3 "suspensions of activity". The disciplinary proceedings instituted against three notaries public were dismissed on the ground of the particular violation being less important. Three disciplinary proceedings were conducted against bankruptcy administrators, as a result of which the activities of one bankruptcy administrator were suspended, and the activities of two bankruptcy administrators were terminated. Under another bankruptcy case, the powers of a bankruptcy administrator were terminated as a result of a study of a citizen's application. In the penitentiary and probation sectors, the Control Department conducted 3 programmatic studies, as a result of one of which 12 penitentiary officers and 1 civilian officer of the relevant penitentiary institution were subjected to various types of disciplinary penalties, and based on the results of the second study, a statement of information was drawn up, and the Minister of Justice sent a relevant letter to the Prosecutor General's Office of the Republic of Armenia, and a statement of information was drawn up as a result of the third study. There were 10 official investigations, as a result of which the heads of 3 penitentiary institutions and 2 probation officers were subjected to various types of disciplinary penalties. In regard to the activities of the Agency for State Register of Legal Entities, 7 administrative proceedings were instituted, as a result of which 1 appeal was partially granted, the administrative proceedings instituted on the ground of 2 appeals were dismissed, and 4 appeals were rejected. Four official investigations were conducted, and based on the results, a disciplinary penalty was imposed in 2 cases, including 1 "reprimand" and 1 "warning", one of the official investigations was suspended — the materials were forwarded to the Anti-Corruption Committee of the Republic of Armenia, one official investigation was terminated on the ground of one of the participants of the official investigation being dismissed from the position held. Based on the results of the programmatic studies conducted by the Compulsory Enforcement Service, disciplinary penalties were imposed on 4 compulsory enforcement officers, including 1 "warning", 1 "reprimand" and 2 "strict reprimands". Based on the instructions given as a result of a study of 5 applications and appeals, official investigations were designated under the relevant orders of the Chief Compulsory Enforcement Officer. As a result, the "Reprimand" type of disciplinary penalty was imposed on 6 compulsory enforcement officers.
