New amendments in the policy of awarding honorary titles proposed

During the session of the Lead Committee on State and Legal Affairs of the National Assembly, Deputy Minister of Justice Armenuhi Harutyunyan presented the package of drafts of the Laws “On making amendments to the Law “On state awards and honorary titles of the Republic of Armenia” and related laws. The Deputy Minister stated that in law-enforcement practice, honorary titles do not ensure implementation of the goals pursued. What’s more, instead of having positive effects, the awarding of honorary titles often has a negative impact on the establishment of relations that emerge within a separate professional community; meanwhile, the current policy of the Government is aimed at encouraging particular specialists with measurable and concrete results-based tools. The study of the leading international practice also shows that there is no institution of honorary titles in advanced countries at all. Upon adoption of the draft, it is envisaged to ensure equal conditions for professionals to express themselves and take action, as well as to introduce a competition-based toolkit for the formation of healthy competition within separate professional communities.
