State bodies and public sector hold discussion on improvement of procurement process

Representatives of state bodies and the public sector held a working discussion on improvement of the procurement process at the Ministry of Justice. The discussion concerned the issues that the Anti-Corruption Policy Council has proposed for consideration during the upcoming meeting of the Union of Informed Citizens non-governmental organisation and Helsinki Citizens’ Assembly-Vanadzor. In particular, the possibility of introducing specialised operations officers, investigators, prosecutors, and judges for the investigation of corruption crimes in the procurement sector, the issue of making public the decisions on closing criminal cases in procurement-related corruption crimes due to lack of corpus delicti, other issues aimed at improving effectiveness of investigations into procurement-related corruption crimes, as well as the directions for development of the procurement legislation were considered. At the same time, the report on the findings of the research conducted by Helsinki Citizens’ Assembly-Vanadzor regarding the procurement process of the Police was touched upon.
After the discussion, an agreement was reached to continue the working discussions, viewing the raised issues within the scope of development of new procurement legislation, as well as to conduct ongoing trainings for law-enforcement authorities. Among those attending the discussion were Head of the Union of Informed Citizens non-governmental organisation Daniel Ioannisian, Chairperson of Helsinki Citizens' Assembly-Vanadzor Artur Sakunts, as well as representatives from the Ministries of Justice, Finance and Internal Affairs, the Prosecutor General's Office and the Anti-Corruption and Investigative Committees.
