Administrative proceedings being digitised — Final works of 2nd stage of development of the programme presented to judges

At the initiative of the Ministry of Justice, a discussion was held to present the final works of the 2nd stage of development of an electronic programme for administrative proceedings. Welcoming the participants of the meeting, Secretary General of the Ministry Sirvard Gevorgyan mentioned that, in this stage, importance is attached to the active participation of all interested bodies in the testing and betterment of the presented electronic system. It was mentioned that the entire team of the Ministry of Justice is willing to address the problems identified as a result of constructive discussions and to introduce into the system the solutions recommended with respect to those problems.

Advisor to the Minister Liana Tovmasyan, expressing gratitude to judges of administrative specialisation for their constant support, starting from the stage of development of the Terms of Reference for the system, informed that the programme is being developed by "Harmony" Foundation and is planned to be launched by the first quarter of 2025. During the meeting, the team of "Harmony" Foundation presented the preliminary version of the system to the Ministry and the participants of the meeting, providing details about the user accounts of both citizens and judges.

It is planned that the system will be used by judges, other representatives of the judicial system, all state bodies, lawyers, as well as citizens. Launch of the system will help to reduce document circulation and the time limits for examination of administrative cases, ensuring more flexible mechanisms to properly secure the right of citizens to a fair trial. During the discussion, the Ministry of Justice mentioned that the next stage will involve pilot launch of the system and training for judges of administrative specialisation and the staff of the judicial system.

Judges of the Administrative Court, the Administrative Court of Appeal, as well as representatives of the Judicial Department, the Ministry of High-Tech Industry, "Information Systems Agency of Armenia" Foundation and "Ekeng" CJSC were attending the meeting.
