People have treated the Service as a punitive institute, and it is time to break the mould; Srbuhi Galyan expresses congratulatory remarks on 27th anniversary of formation of the Compulsory Enforcement Service

On 5 May, the Compulsory Enforcement Service of the Ministry of Justice of the Republic of Armenia celebrates the 27th anniversary of formation of the institution and Compulsory Enforcement Officer Day. On this occasion, a solemn meeting was held in the administrative building of the Service today, attended by Minister of Justice Srbuhi Galyan, other official guests, as well as the administration and officers of the Service. The solemn event, which was dedicated to the Service (the Service has been operating for nearly 27 years) and Compulsory Enforcement Officer Day, kicked off with the screening of a video devoted to the image of a compulsory enforcement officer and the important mission of compulsory enforcement.
On the occasion of Compulsory Enforcement Officer Day, Minister of Justice Srbuhi Galyan stated the following in her congratulatory message: "A compulsory enforcement officer is the defender of the rights of all of us, the one who promotes justice and the one who protects human rights. The service of a compulsory enforcement officer must be aimed at serving citizens. I hope that when you do your job, you are guided by the most important principle, that is to say, proper protection of the rights of citizens. Today, it is safe to say that the Compulsory Enforcement Service can has entered a new stage of development, meaning we must break the mould that was once attributed to the Service; this refers to the mould according to which people treated the Service as a punitive institute, and it is time for that mould to be broken and for us to be truly treated as an institute that ensures the protection of rights. It is very important that, when interacting with citizens, each of you demonstrate important human qualities in order to shape the notion that we wish to create together. Entering a new stage signifies a new level of innovation. This means that, in this age of digital tools, we must evolve and educate ourselves. I welcome all those who embrace the new reality and new digital tools. I hope that our future digital system will make all of our jobs easier. It is not needless to say that you are the final loop in the chain of administration of justice." In his congratulatory message addressed to the staff, Chief Compulsory Enforcement Officer Siro Amirkhanyan highlighted the importance of the motto of the Compulsory Enforcement Service, highly appreciating the dedication and responsibility of the employees of the Service: "A law cannot be a law if there is no force behind it that will be capable of enforcing it. These are not just words; this is a complete philosophy about protecting the law silently, yet with determination. Otherwise, the rights of persons will be theoretical, imaginary and unreal. For me, the best evaluation of your work is your unconditional dedication and professional approach, high-quality and healthy teamwork and, most importantly, the intolerance that we all have towards the manifestations of corruption. I am certain that, by being guided by principledness, with professional responsibility, and with the aspiration to have strong and well-established state institutions, we will, through joint efforts, be able to make new and significant achievements that will be for the benefit of the professional responsibility that we have before the State and citizens."
This holiday was marked by the ceremony of taking oath and granting of certificates to compulsory enforcement officers. Newly-appointed compulsory enforcement officers took a solemn oath to adhere to the laws of the Republic of Armenia, protect human rights and the rights of citizens, and serve the people in good faith. On the occasion of Compulsory Enforcement Officer Day, various incentive awards were granted to a number of employees who have performed their official duties in an exemplary manner and in good faith.
