Clarification about the convict committed self-harm the day before

The investigation conducted in the Penitentiary Service of the Ministry of Justice of the Republic of Armenia — with regard to the case of self-harm of convict of "Nubarashen" Penitentiary Institution Hayk Galstyan covered in a number of media outlets — established that he had previously been convicted 11 times for fraud and other crimes, as well as currently being accused under 7 criminal cases for false denunciation, escape and other criminal offences was transferred on 22 July 2020 , accompanied by the penitentiary officers, to the "Cardiology Research Institute" for medical examination.

The examination revealed health problems in him, which did not require urgent intervention, due to which he was returned to "Nubarashen" Penitentiary Institution to organise further medical care under the established procedure.

Presumably conditioning the reason for not keeping him in the hospital with the pressure exerted on the medical staff by the penitentiary officers, Hayk Galstyan, based on the blackmail-demonstrative motive, sewed his eyelids in the Penitentiary Institution, at the same time called from the payphone of the Institution to one of the media outlets and the Head of the Penitentiary Institution and attributed cases of alleged abuse to other penitentiary officers.

On the same day, upon the instruction of the Minister of Justice of the Republic of Armenia, a personal reception of the convict was organised under the leadership of First Deputy Head of the Penitentiary Service, Major-General of Justice A. Harutyunyan, during which the latter was provided with exhaustive clarifications about the medical care procedures, at the same time the convict was offered to present all the factual data known to him about the cases of abuse by the officials.

Hayk Galstyan explained in detail his motives for both inflicting self-harm and attributing cases of alleged abuses by penitentiary officers, announcing that actually he does not have any factual data about the acts containing prima facie elements of crime and his statements are exclusively conditioned by the delays in organising the medical care provided to him.

On the same day, Hayk Galstyan personally removed the stitches on the eyelids.
