Radical reform in the field of provision of public services; state duty for certain services removed, time limits for certain services reduced

The Government has implemented a radical reform in the field of provision of public services, as a result whereof the public services being provided by the Ministry of Justice will be digitalised, the administrative action will be simplified, the time limits and corruption risks will be reduced.

Today, Deputy Minister of Justice of the Republic of Armenia Vahe Danielyan presented the legislative amendments entered into force on 16 May during the press conference convened in the press hall of Armenpress.

Henceforth:

The following are generally exempted from payment of state duty for civil status acts registration:

pensioners;

persons with 1st and 2nd groups disability and children with disability;

persons record-registered in the family indigence assessment system;

participants of military operations, the spouse, child and parent of a person having died, become disabled, declared as missing or dead as a result of military operations.

Other reforms:

state duty will no longer be required for registration of a marriage, provision of CSAR certificates, on-line record-registration as an individual entrepreneur;

the time limit for issuance of a statement of information on the absence of marriage will be reduced for 7 working days, whereas for persons having no record-registration in the State Population Register — for 10 working days, i.e. on the spot;

documents will be certified with Apostille within 1 day instead of the current 2 or 3 days;

the time limits for registration of a change of name will be reduced up to 15 working days instead of the previous up to 5 months;

the time limit for making a correction, change and supplement, as well as restoring acts will be reduced up to 15 working days instead of the previous up to 4 months;

the time limit prescribed for changing spelling mistakes will be reduced up to 3 working days;

the time limit for registration of commercial organisations will be reduced, and 1 working day will be prescribed therefor;

an opportunity will be provided for record-registration as an individual entrepreneur through an authorised person;

for the first time, consular offices outside the territory of the Republic of Armenia will be provided with an opportunity to accept applications from both the citizens of the Republic of Armenia and foreign citizens to establish a business in Armenia or buy a share of an Armenian company.
