Levon Balyan addresses the CoE support in the activities towards the anti-corruption policy and emphasises the continuous and effective collaboration with the CoE aimed at reforms in justice sector

Deputy Minister of Justice Levon Balyan delivered a speech at the official launch of the "Council of Europe Action Plan for Armenia 2023-2026".

The Deputy Minister presented the achievements and the progress within the framework of the Project implemented jointly with the CoE in 2019-2022.

As stated by Levon Balyan, within the framework of the Project, a number of steps were implemented aimed at the development of criminal legislation, probation and penitentiary sectors: among them, trainings for healthcare providers were carried out; a corresponding toolkit was developed with regard to mental health, and mental health and examination of people inclined to self-injury. Activities aimed at the development of "e-probation" system were carried out; the professional training centre of probation beneficiaries was established. With the CoE support, a number of trainings on developing the compulsory enforcement service, particularly, on issues related to enforcement, late enforcement or non-enforcement of decisions and judgments of the courts of the Republic of Armenia, were carried out.

The Venice Commission provided an expert opinion on the draft legislative amendments envisaging an appeal mechanism for SJC decisions in the Constitutional Law “Judicial Code of the Republic of Armenia”.

The Deputy Minister underlined the importance of effective collaboration in specific sectors putting emphasis also on the personal planning of punishment, enhancement of the role of probation in Armenia and development of capacities of the Probation Service, elaboration of re-socialisation programmes and monitoring of application of the new codes. Levon Balyan addressed also the CoE support in the activities carried out on anti-corruption policy and emphasised the continual and effective collaboration with the EU aimed at reforms in the justice sector.
