Today, the Compulsory Enforcement Service is celebrating its 25th anniversary. Upon the decision of the Government, exactly 10 years ago, 5 May was officially proclaimed as the day of compulsory enforcement officer.

At the jubilee event, the Minister of Justice, congratulating the compulsory enforcement officers, noted that the work done is invaluable: "The people present in this hall today, with their daily work, are the guarantors of administering our justice and those who fight every day for the establishment of the rule of law state, those who have contributed their most important resources on this way. Even the most perfect judicial system will not serve its purpose of restoring violated rights and social justice where judicial acts remain unexecuted. I am hopeful that each of you realises his or her role in this issue. I am sure that with every enforcement proceedings carried out completely and properly, we put a stone in establishing the rule-of-law state and prove, that in the Republic of Armenia, the Service is an institution  not to punish the citizen, but to help and restore the violated rights.

Grigor Minasyan thanked the former chief compulsory enforcement officers for their contribution. The Minister highly appreciated the indicators of the Service for 2022, emphasising that the performed work had justified and even exceeded the expectations.

"More than 25 billion drams was confiscated in favour of claimants between August and December 2022, about 1.5 billion drams as enforcement expenses; these numbers exceed the rate for the same period of 2021 by about 48%. Due to these and other positive rates, upon the decision of the Government, this year also more than 1 million USD was allocated to the Service for this purpose. Efforts will be continuous, and the works for providing legislative enshrinement to this mechanism have also launched. We have one more happy change: we have far more applicants for the recent competitions announced for vacant positions of compulsory enforcement officers, which also proves the re-valuation of perception of the Service and the position of the compulsory enforcement officer," the Minister emphasised.

Grigor Minasyan reaffirmed that all efforts will be made towards the complete improvement of the field, the attractiveness of the position of the compulsory enforcement officer and the re-valuation of public perception of the Service.

Chief Compulsory Enforcement Officer Arsen Mnatsakanyan congratulated the employees and noted that the main goal and mission was to ensure the administration of final justice, the restoration of the violated rights of citizens. “The role of the institution in ensuring lawfulness in the field of execution of judicial acts rendered on behalf of the Republic of Armenia and other acts subject to compulsory enforcement, strengthening the legal system, protecting and guaranteeing the rights and legitimate interests of citizens is significant. Jointly with the Ministry of Justice, continuous work is being carried out in the direction of improving the legislation, in parallel with it, the regulation of organisational and technical problems related to the activities of the Service, the introduction of social guarantees for compulsory enforcement officers, and an effective remuneration system, which is being carried out today in the context of complex measures arising from the strategy of judicial reforms. The final result of these reforms depends on the daily hard work, dedication, willingness and responsibility of each of us," the Chief Compulsory Enforcement Officer stated.

During the event, the documentary film on the 25th anniversary of the Compulsory Enforcement Service was shown, the enforcement officers were awarded with letters of appreciation, souvenirs, and extraordinary ranks.
