Problems of persons forcefully displaced from Nagorno-Karabakh and support programmes of the Government presented to UN colleagues

Deputy Minister of Justice Karen Karapetyan met with United Nations Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence Fabián Salvioli and Human Rights Officer of the Special Procedures Unit of the Office of the United Nations High Commissioner for Human Rights Brenda Vukovic. Karen Karapetyan expressed gratitude for the visit to Armenia under the mandate of the United Nations Special Rapporteur in a period of many challenges. At the outset of the meeting, the Deputy Minister touched upon the relevant regulations for persons forcefully displaced from Nagorno-Karabakh by Azerbaijan and the support programmes that the Government has launched. During the meeting, the reforms implemented by the Ministry of Justice were discussed. The prevention of corruption, the procedures for civil forfeiture of illegal assets, the sector of human rights protection, including the prevention of tortures, inhumane and degrading treatment and the effective investigation of cases were touched upon, and the ongoing actions for improvement of the judicial and legal sector, and the criminal justice sector were presented. Fulfilment of the international commitments assumed by the Republic of Armenia were also touched upon, including the process of implementation of the judgments rendered by the European Court of Human Rights (ECtHR) versus Armenia. In this context, the Deputy Minister of Justice emphasised that specific actions for addressing the institutional problems raised in the judgments of the ECtHR are envisaged under the 2023-2025 Action Plan arising from the National Strategy for Human Rights Protection adopted in 2023. At the end of the meeting, the parties agreed to continue the co-operation to eliminate human rights violations.
