Works for improvement of Whistle-Blowing System touched upon with civil society representatives

Deputy Minister of Justice Karen Karapetyan delivered an opening speech at the event devoted to the “Multifaceted Whistle-Blowing Promotion in Armenia” held within the scope of the nationwide awareness programme on communication actions of the Whistle-Blowing System.

The works targeted at betterment of the Whistle-Blowing System, the results, and the actions to change the legal thought of the public and raise awareness of the Whistle-Blowing System, were presented during the event.

Karen Karapetyan noted that the legislative mechanisms geared towards the Whistle-Blowing System have been in force since 2018, and he touched upon the current regulations in the Law "On the Whistle-Blowing System", the main types of whistle-blowing, the Unified Electronic Platform for Whistle-Blowing, etc.

The Deputy Minister of Justice noted that further improvement of the Whistle-Blowing System is one of the important and cornerstone components of the anti-corruption policy of the Government. In this regard, the appropriate measures were provided aimed at the improvement of the Whistle-Blowing System and in the action plan for its implementation with anti-corruption strategy for 2023-2026.

Karen Karapetyan was hopeful that the joint efforts of the Government and civil society will contribute not only to the establishment of the Whistle-Blowing System, but also to the formation of intolerant attitude towards corruption in general. According to him, the Government awaits for the society to show a dynamic approach to the process, which is one of the most important guarantees for the establishment of the Whistle-Blowing System.

In the context of achieving these goals, the Deputy Minister attached importance to the memorandum of co-operation signed between the Ministry and sector-specific civil society organisations on 29 November of this year, alongside which the nationwide awareness program on communication activities of the Whistle-Blowing System for 2023 was launched.

During the event, Karen Karapetyan also participated in the ceremony of awarding prizes and certificates. Ahead of the international anti-corruption day, the results of the painting "Illustrate the Truth" and essay "Tell the Truth" competitions were recapped.

The programme is implemented in cooperation with the Armenian CSO Anti-Corruption Coalition and the CSO Constructive Dialogue Network of the "Armenian Lawyers' Association" NGO, and with the support of the European Union and the "Open Government Partnership Europe" Foundation.
