The issues related to house arrest and administrative measures of restraint were discussed with the interested bodies

A discussion on “Issues and challenges that emerge during the application of alternative measures of restraint” was held under the chairmanship of Deputy Minister of Justice Levon Balyan. In his welcoming remarks, Levon Balyan mentioned that when imposing the house arrest and administrative measures of restraint, which are applied under the judicial act of the Probation Service, a number of issues have arisen in practice, and so, such discussions will help to solve the above-mentioned issues. During the discussion, the issues that emerge in practice in the course of execution of alternative measures of restraint and restriction of freedom, as well as the technical capacities of electronic monitoring devices and the specifics of application of those devices were presented. The legislation was touched upon; in particular, an agreement was reached to make, in the case of gaps in legislation, appropriate legislative amendments, and to develop a single guideline for regulating the sector in order to clarify the issues that may emerge during application of electronic monitoring. The discussion was organised in collaboration with the Ministry of Justice, the Probation Service and the "Civil Society Institute" NGO, with the financial support of the Government of the Netherlands and within the scope of the project Assistance in Implementing the Strategy of the Penal System in the Republic of Armenia (AISPIRA). Among the attendees were representatives of the Supreme Judicial Council, the Prosecutor General's Office, the Investigative Committee and the Ministry of Internal Affairs.
