Issues related to compulsory enforcement sector discussed with Council of Europe representatives

Today, under the leadership of Deputy Minister of Justice Levon Balyan, the Compulsory Enforcement Service hosted Acting Head of the Council of Europe Office in Yerevan Maxime Longangue and international expert of the Council of Europe, Secretary General of the International Union of Judicial Officers Mathieu Chardon. The aim of the visit was to consider, on the spot, the current problems in the compulsory enforcement sector and the potential paths for solutions.

The Deputy Minister expressed gratitude to the Council of Europe for the effective and successful co-operation with the Ministry of Justice, as well as to Mr Chardon for his valuable expert assistance in developing the new draft Law "On enforcement proceedings" in order to ensure compliance with European standards. Levon Balyan noted that the co-operation of the Ministry with the Council of Europe is multifaceted and that today's meeting serves as a good opportunity in the context of enhancing the directions of co-operation in the future.

In his turn, Chief Compulsory Enforcement Officer Arsen Mnatsakanyan expressed gratitude for the meeting organised with compulsory enforcement officers within the scope of the "Support to the effective execution of the judgments of the European Court of Human Rights in Armenia", attaching importance to the conduct — directly with international colleagues — of substantive discussions on the issues that are encountered during enforcement actions.

During the meeting, the issues that compulsory enforcement officers encounter in practice, the paths for overcoming them and the main obstacles for enforcement of acts subject to compulsory enforcement were considered. At the same time, it was also stressed that most of the issues that are encountered in practice under the current Law will be resolved upon adoption of the new draft Law. The guests also toured the administrative building of the Service, tracked the process of serving citizens at the Service Office and at the Citizens Reception Centre, became familiar with the capacities of the new electronic system of the Compulsory Enforcement Service and the electronic tools for compulsory electronic auctions, as well as the mobile offices acquired for the provision of services to citizens.
