We want to abandon the stable political majority rule, but not without ‘diagnosing’ the entire Constitution — Constitutional Reforms Council holds regular session chaired by Grigor Minasyan

On 19 September, a regular session of the Constitutional Reforms Council was held.

The Council continued to discuss the “issue of abandoning stable parliamentary majority rule” presented by Daniel Ioannisyan.

Minister of Justice Grigor Minasyan reminded that the Prime Minister has a decision on drafting a new Constitution, to which the members of the Council did not object. However, according to the Minister, an attempt is currently being made to amend a separate article, and this contradicts the fixed logic.

Minister of Justice Grigor Minasyan highlighted that there is willingness to abandon the stable political majority rule, but this must be done after ‘diagnosing’ the entire Constitution.

Through a ballot, the Council approved the recommendation to abolish the constitutional requirement for the formation of a stable political majority prescribed by part 3 of Article 89 of the Constitution of the Republic of Armenia.

By majority of votes, the Constitutional Reforms Council rejected Daniel Ioannisyan's recommendation to make an amendment through a conceptual recommendation.

The majority of the members of the Council also voted against separating the issue of "abandoning the principle of stable parliamentary majority" from the entire reform ahead of the 2026 elections of the National Assembly and the recommendation to make the relevant amendment through the National Assembly.
