Compulsory Enforcement Service terminates operation of "Kecharis" Hotel belonging to Mihran Poghosyan

On 24 September, the Compulsory Enforcement Service of the Ministry of Justice terminated operation of "Kecharis" Hotel belonging to former Deputy of the National Assembly of the Republic of Armenia Mihran Poghosyan. Based on the Decision of the Head of the Urban Development, Technical Standards and Fire Safety Inspectorate of the Republic of Armenia, on 16 September 2024, the Compulsory Enforcement Service initiated enforcement proceedings.

According to the decision:

  1. To fully terminate Operation of the entity (de facto a hotel) located at the address 20 Orbeli Brothers Street, city of Tsaghkadzor, Kotayk Marz, Armenia until the detected violations are eliminated.
  2. To fully terminate the activities of "KECHARIS HOTEL" LLC at the address 20 Orbeli Brothers Street, city of Tsaghkadzor, Kotayk Marz, Armenia until the detected violations are eliminated.
  3. To set a time limit for executing this Decision immediately, proceeding from the public interest. The parties were properly notified of the initiation of proceedings and subsequent enforcement actions.

On 19 September, a compulsory enforcement officer visited the specified address in order to personally hand over the decisions to the hotel manager and inform the latter about the enforcement actions. A protocol was drawn up on the actions. Time was granted for voluntary compliance with the requirements of the Decision until 24 September at 15:00. During an on-site visit on 24 September, it was established that the activities of the hotel had not been terminated, as a result of which the compulsory enforcement officers terminated operation of the hotel until the detected violations are eliminated.
