Mechanisms for publication of opinions on integrity and reasoning of decisions on appointment to positions presented to civil society representatives and international colleagues

A public discussion on the "Issues of reasoning for the decisions on appointments to positions and the publicity of the opinions of the Corruption Prevention Commission (CPC)" was held under the chairmanship of Deputy Minister of Justice Karen Karapetyan and with the participation of interested state bodies, civil society organisations and international partner institutions. In his opening remarks, the Deputy Minister expressed gratitude to the USAID and EU partners for the assistance that is provided within the scope of this action and for the fruitful co-operation. Karen Karapetyan also attached importance to the increase of public accountability and transparency in regard to the appointments to positions in the judicial-legal system and the strengthening of public trust in the context of publicity of opinions provided by the CPC on integrity and reasoned decision-making on the part of the appointing body.
Director of the "Centre for Legislation Development and Legal Research" Foundation Tigran Dadunts presented the study on and standards of international practice regarding the issues of reasoning of decisions and publicity of the opinion on integrity. The options for potential solutions for ensuring accountability and transparency were also touched upon. During the in-depth discussions, representatives of civil society organisations, sector-specific experts and representatives of international organisations shared their comments and suggestions regarding the presented solutions and mechanisms. The parties exchanged views to clarify potential legal and institutional regulations for the future and to propose the best solutions.
