Number of operators performing functions of service offices of public administration bodies increased
As Minister of Justice of the Republic of Armenia Davit Harutyunyan announced during today’s government sitting, attaching importance to the role and importance of operators from the perspective of making services rendered by public administration bodies available and accessible to citizens and legal persons to the greatest possible extent, a need is arising to continuously expand the list of operators.
Minister of Justice participates in “Public Sector Innovation Week” event
According to Davit Harutyunyan, the Ministry of Justice is one of the leaders in electronic innovation, and this is especially attested by the introduction of the www.e-draft.am/ platform for public discussion of draft legal acts, launched last year. “Previously, it was the civil society that was very actively participating in the discussion of legislative initiatives, whereas currently, we have a huge engagement of citizens and business representatives. If we analyse, we will see a significant increase. Every day, there are approximately 3,000 people visiting the website, who actively study the legislative field,“ the Minister stated, attaching importance also to introduction of the system for online submission of applications for lump-sum childbirth allowance, creation of the e-appostille.am electronic apostille system and the e-hotline.am hotline website.
Discussion on findings of sociological research on institution of whistle-blowing held
During the meeting, the findings of the sociological research concerning citizens’ attitudes towards whistle-blowing, the negative consequences of failure to whistle-blow, the willingness to whistle-blow on cases of corruption and other issues were presented to the participants. Touching upon the findings of the survey, Deputy Minister Suren Krmoyan emphasised that, at this stage of introduction of the institution of whistle-blowing, the most important thing is to eliminate the element of indifference among the public.

The Minister congratulated Rafael Hovhannisyan on his appointment, emphasising that he highly appreciates his professional experience within the penitentiary system, which will certainly help provide effective and prompt solutions to the problems and challenges facing the sector.

Discussion on the results, objectives and perspectives of the activities of the Probation Service in the first year
According to Deputy Minister Suren Krmoyan, by launching the Probation Service, the Government of the Republic of Armenia stated and affirmed its will to introduce restorative justice systems, and this means that the aims of punishment can be achieved not only by holding persons within detention facilities, but also by re-socialising them.
Working discussion on development of Action Plan for implementation of the current Anti-Corruption Strategy and a new strategy
During the meeting, Suren Krmoyan discussed with the participants the Action Plan of the current Strategy and its implemented and to-be-implemented components, the recommendations for the development of the new strategy and issues related to the choice of the format for further co-operation. Afterwards, the participants held an active discussion on the issues presented.
Number of visits to www.e-draft.am exceeds 104 000 in December 2017
Last year, the number of drafts posted on the website by state authorities exceeded 600, 25 of which are currently in the stage of public discussion, and the number of permanent users of the website reached more than 10 000. It is worth mentioning that recommendations for draft legal acts via e-draft.am website are very often submitted by judges, heads of chair of higher education institutions, lecturers, lawyers, students, representatives from the civil society, which attests to the fact that the website serves its purpose.
Minister of Justice receives European colleagues of EU-Armenia Parliamentary Co-operation Committee
Today, Minister of Justice of the Republic of Armenia Davit Harutyunyan received the European colleagues of the EU-Armenia Parliamentary Co-operation Committee headed by Co-Chair of the Committee Sajjad Karim. Minister Harutyunyan expressed gratitude to the colleagues for the large-scale activities jointly carried out, and touched upon the processes having been implemented in the legislative sector following the amendments to the Constitution in 2015 and the processes being implemented in the legislative sector ahead of 9 April 2018.
