Council of Europe’s Group of States against Corruption (GRECO) publishes Fourth Evaluation Round Compliance Report on Armenia

The Council of Europe’s Group of States against Corruption (GRECO) has published the new Compliance Report, which evaluates the compliance of the Republic of Armenia with 18 recommendations included in the Compliance Evaluation Report on "Corruption prevention in respect of members of parliament, judges and prosecutors" adopted in 2015.

GRECO concluded that Armenia had taken additional steps to comply with the Recommendations presented in 2015 in regard to corruption prevention in respect of members of parliament and judges. Thus, out of the 18 Recommendations, the Republic of Armenia satisfactorily implemented 12 Recommendations and partly implemented 6 recommendations.

In regard to the recommendations in respect of the members of parliament, GRECO highlighted the ensuring of involvement of the public in the activities of the National Assembly and the revision and clarification of regulations on restrictions on acceptance of gifts by members of parliament, judges and prosecutors.

GRECO noted that the code of conduct for members of parliament has yet to be adopted, which must be combined with effective measures for supervision, consulting and awareness-raising.

As for the recommendations in respect of judges, GRECO noted that the Republic of Armenia has already introduced — at the legislative level — a mechanism for appealing decisions of the Supreme Judicial Council on disciplinary issues of judges, the launch of which, however, has not been ensured.

GRECO also emphasised that the Armenian authorities may further submit to GRECO Secretariat a report on the progress made in respect of partly implemented recommendations.
With the adoption of the report, the Republic of Armenia is finalising the Fourth Round of the GRECO compliance monitoring process.
