The Minister and Ambassador, accompanied by Head of the Penitentiary Department of the Ministry of Justice of the Republic of Armenia Artyom Mkhoyan and Head of "Abovyan" Penitentiary Institution Gayane Vardanyan, toured the premises, visited the delivery reception point, the cafeteria, the computer room, the gym, the hairdressing room, the medical station and the exhibition of handicraft items of the convicts.

Due to the need to ensure proper exercise of the right of persons deprived of liberty (distance, illness of a relative, residency of another country, etc.) not having an objective opportunity of a short visit with close relatives, including the right of foreign nationals, a legal opportunity for the mentioned persons to benefit from an up to 20-minute video call twice a month during the month has been provided for as a result of legislative amendments made to Decision of the Government of the Republic of Armenia No 1543-N of 2006.

During the tour, Minister Zeynalyan held a consultation with the management staff of the State Probation Service during which a number of key issues on ensuring efficiency of the Service were discussed, particularly, the opportunities for the introduction and development of an alternative measure of restraint through the application of electronic monitoring, as well as the steps aimed at raising the level of efficiency of the work carried out by persons involved in public works.

During the tour, the first meeting was with the staff of the penitentiary institution, and in his speech addressed to the staff, the Minister noted that the public had great expectations from the penitentiary system and that, throughout the years, the public has formed stereotypical perceptions about the Service ensuring execution of punishment for both objective and subjective motives.

It should be mentioned that, pursuant to part 1 of Article 162 of the Constitution of the Republic of Armenia, in the Republic of Armenia, justice shall be administered only by courts in compliance with the Constitution and laws. Prior to entry into force of the indictment delivered by the court, every accused is considered as innocent; thus, an advocate may not assume the role of a judge and refuse to defend any person based on his or her presumption of guilt.
