The Government is carrying out revolutionary reforms in the field of rendering public services. The legislative package approved by the Government today will ensure the digitisation of public services being provided by the Ministry of Justice, simplification of the administrative action, reduction of the time periods, improvement of the quality of services being rendered, and reduction of corruption risks.
More than 90 state services are available in one place
The Ministry of Justice reminds that the first Unified Office for Public Services has been launched in the centre of Yerevan. All comfortable conditions have been created for citizens to receive from the unified centre the services rendered by the following agencies:

New Patrol Service will start operating in Yerevan from Q1 2021
Today, during the meeting held with Prime Minister Nikol Pashinyan the process of the reforms of the Police of the Republic of Armenia, as well as the agenda on establishing a new Patrol Service were discussed. Minister of Justice Rustam Badasyan presented the details on taking applications of citizens wishing to find a job in the new structure, the procurement of vehicles and technical equipment, the selection of trainers to conduct the trainings and other activities. It was mentioned that the training of shortlisted citizens will launch at the Police Educational Complex as early as mid-October 2020, with a view to shaping an image of a well-trained officer having new functions,
State registration of a right may not be rejected where missing of the deadline for submitting an application is recognised as valid
As a result of legislative reforms implemented by the Ministry of Justice, it has been established that state registration of a right may not be rejected where missing of the deadline for submitting an application for state registration of a right is recognised as valid. And missing of the deadline may be considered as valid where the applicant substantiates the reason for missing the deadline beyond his/her control, that is to say not at his/her fault and clearly lists the grounds (force majeure, illness, engagement in military operations or combat missions, etc.), upon availability whereof the authorised body carrying out state registration — by the motion of the applicant — considers missing of the deadline for applying for registration as valid.
Activities for introduction of "E-penitentiary" electronic management system launched within the system of the Penitentiary Service
In order to increase the effectiveness of activities of the Penitentiary Service, to reduce document circulation, to ensure effective, transparent and accountable management in line with the development trends of innovative technologies, the 2019-2023 Strategy on the Penitentiary and Probation Sectors of the Republic of Armenia and its Implementation Action Plan for 2019-2023 provided for the introduction of the "E-penitentiary" electronic management system in the Penitentiary Service — the "Information Register of Detainees and Convicts".
Regular sitting of the specialised Commission on Constitutional Reforms took place
Today, the regular sitting of the Commission headed by Chairperson of the Specialised Commission on Constitutional Reforms Yeghishe Kirakosyan took place. During the sitting, a number of issues related to the organisation of activities for the development of the Concept were discussed; members of the Commission Armen Mazmanyan and Anahit Manasyan made separate reports, touching upon the electoral system/separation and balance of powers, and the institute of immunity of officials, respectively. After each report, the members of the Commission asked questions to the speakers, presented their observations and recommendations.

Today, a public discussion dedicated to the establishment of the specialised anti-corruption judicial system took place with the participation of Deputy Minister of Justice Srbuhi Galyan. President of the Armenian Bar Association, Coordinator of the Secretariat of the CSO Anti-Corruption Coalition of Armenia Karen Zadoyan, Chairperson of the Commission for the Prevention of Corruption Haykuhi Harutyunyan, and others also participated in the public discussion.
Culinary and baking courses for convicts
On August 6 and 7, culinary courses envisaged for convicts were launched in “Armavir” and “Nubarashen” Penitentiary Institutions of the Ministry of Justice, and bakery courses — in “Vanadzor” Penitentiary Institution. In "Armavir" and "Nubarashen" Penitentiary Institutions, 4 cooks teach the convicts culinary skills, according to the specialisations (working with dough, making garnishes, salads and working with meat).
